December 1, the world celebrates World AIDS Day. 

One of the significant directions in counteracting HIV infection in our country is still prevention, and its effective tools are: broad awareness of the population about HIV infection, methods of prevention, ways of infection, as well as motivating citizens to undergo HIV testing.

The continuous implementation of a series of preventive measures at the federal and regional levels throughout the year allowed to increase the coverage of HIV testing by the population in 2018 to 25.8% (about 38 million people). It should be noted that this is an unprecedented coverage by anonymous testing, not only for our country, but for the whole world. Today is also a turning point: in the Russian Federation it was possible to stabilize the situation with the incidence of HIV infection. Analysis of statistics showed that over the past three years the number of new cases of HIV infection has not increased and averages about 85 thousand people a year against the backdrop of an annual increase in test coverage by two million people. This trend continues this year, for 10 months (January-October) of 2019, 65,755 new cases of HIV infection were detected, which is 8% lower than for the same period in 2018, when 71365 new cases were registered.
The stabilization of the spread of HIV in our country is highlighted in the report of the European Regional Office for the World Health Organization (WHO / Europe) and the European Center for the Prevention and Control of Infectious Diseases “HIV / AIDS Surveillance in Europe 2019”.

Another real result of the effectiveness of the measures taken is that today 493 thousand people with HIV infection, which is 66.6% of those under clinical supervision, receive the necessary treatment according to modern schemes recommended by the World Health Organization. The number of people with HIV infection receiving antiretroviral therapy has doubled since 2015.
The Russian Ministry of Health is implementing a set of measures to increase treatment coverage through the annual expansion of the list of essential drugs, including in terms of antiretroviral drugs, as well as centralized procurement. According to current data from the federal register of HIV-infected people, 32 regions have reached a treatment coverage rate of over 70%, three of which have already surpassed the 80% bar.The main goal is that all those in need receive therapy and remain highly committed to treatment.
Thanks to comprehensive measures to combat HIV, the best results have been achieved in preserving the health of children, today we can talk about stopping the vertical transmission of HIV from mother to child: 98.3% of children from HIV-infected mothers in the Russian Federation are born healthy, as well as achieving global goals 90x90x90 among children with HIV infection in our country.
According to the results of 2018, 896 thousand people with a confirmed diagnosis of HIV infection were registered in our country, the blood of which contains the human immunodeficiency virus. The main tasks of the current period are aimed at providing all those in need with the necessary antiretroviral therapy, achieving a reduction in their viral load to an undetectable one, and creating a favorable social environment that eliminates such phenomena as discrimination and stigmatization of people with HIV infection.

These tasks are designed to solve the federal campaigns carried out by the Russian Ministry of Health as part of large-scale communication campaigns.
And if four years ago testing actions took place in ten cities, today these are already hundreds of settlements in more than 40 regions of our country. It is important that the largest Russian employers such as Russian Railways and GAZ take part in the campaigns.

The Russian Ministry of Health has developed and introduced to the Government a draft federal law “On Amending the Federal Law“ On Preventing the Spread of the Disease in the Russian Federation Due to Human Immunodeficiency Virus (HIV) ”.

This bill establishes a ban on the dissemination of false information about the impact of HIV infection on human health and will allow not only to quickly restrict access to information that denies HIV infection, but also to spread the correct and well-reasoned arguments in favor of the need to know one’s HIV status.
